Retention & Recruitment Stipends

Staff recruitment and retention is one of the areas where the U.S. Department of Education urged school systems to use resources from the Elementary and Secondary School Emergency Relief Fund (ESSER). Jefferson Parish Schools leadership developed an employee stipend plan aimed at supporting the retention and recruitment of our valued workforce. The plan outlined on this page was unanimously approved by the Jefferson Parish School Board during their March meeting. Stipend amounts are categorized into four categories.
- Teachers & Paraprofessionals: Teachers including certified and non certified, master teachers, librarians, psychologists, educational diagnosticians/audiologists, speech pathologists, counselors, social workers, ROTC teachers, behavioral interventionists, early intervention specialists, ESL Coaches, nurse/nurse practitioners, OT/PTs. Paraprofessionals, including interpreters
- School Administrators: Principals, Assistant Principals, Deans and Director of Cuillier/Connection
- Other School Based Employees: School custodial staff, school child nutrition staff, bus drivers, bus attendants, monitors, school clerical
- Other Eligible Employees: Employees who do not meet the definitions above
Stipend eligibility is based on employment dates and employee status. This is a multi-tiered stipend. Payout dates will vary based on employee type and employment dates. In addition, contractors, temporary employees, substitute employees, coaches or special program employees such as driver's education or child care are not eligible for the stipend. Since these stipends are being funded through ESSER funds, charter school employees are also not eligible for the stipend. Charter schools operate with additional autonomy and were directly provided with their ESSER funds.
During the May 3, 2023 School Board meeting, the Jefferson Parish School Board approved an increase the amount of the third recruitment and retention stipend to be paid out in June 2023. The board’s action increased eligible employees’ stipend amounts by $500 or $250, depending on their eligibility criteria:
- If you were employed on October 1, 2022 and on the last day of school, then your stipend will increase by $500
- If you were employed on February 1, 2023 and on the last day of school, then your stipend will increase by $250

What I plan on retiring or resigning at the end of this school year? Am I still eligible?
Yes. Employees who post-date August 1, 2022 on their resignation or retirement form WILL receive the first stipend as long as they were employed by the last day of their tier.

How do I know if I am eligible for the stipend?
Eligibility is based on employment dates and employee status. This is a multiple tiered stipend. Payout amounts will vary based on employee type and employment dates.
- Stipend 1:
- Be employed with the District on February 1, 2021 and the last day of their school tier to be eligible for the largest stipend. For school tier dates, please reference this page.
- If not employed as of February 1, 2021, be employed with the District on October 1, 2021 and the last day of their school tier to be eligible for the next highest stipend.
- If not employed as of February 1, 2021 or October 1, 2021, be employed with the District on February 1, 2022 and on the last day of their school tier to be eligible to receive a stipend.
- Stipend 2:
- Be employed with the District on October 1, 2021and the last day before the winter break (2022-23 current calendar - December 16, 2022)
- Stipend 3:
- Be employed with the District on October 1, 2022 and the last day of school (2022-23 current calendar- May 24, 2022) to receive the largest stipend amount.
- If not employed on October 1, 2022, then needs to be employed on February 1, 2023 and the last day of school to receive a stipend.
- Stipend 4:
- Be employed with the District on October 1, 2023 and the last day before the winter break
- Stipend 5:
- Be employed with the District on October 1, 2023 and the last day of school to receive the largest stipend amount.
- If not employed on October 1, 2023, then needs to be employed on February 1, 2024 and the last day of school to receive a stipend.

Based on my position, how do I know which employee category I am?
There are four categories of employment for this stipend:

I was an employee in the district; however, I was on leave during this time. Am I eligible?
If an employee was not in attendance, at any time, during the eligibility period, the employee is not eligible. If you are not currently eligible for this stipend but meet eligibility requirements for future stipends, you would be eligible for future payments.
- Example 1: A teacher was on a leave on February 1, 2021, but returned to work on November 1, 2021. They are entitled to the $1,500 stipend to be paid in July 2022.
- Example 2: A teacher was on a leave on February 1, 2021 and returned back to work on November 1, 2021. However, the teacher had to return back to leave status on May 1, 2022. Since the teacher was in attendance during the period of eligibility, they are entitled to the $1,500 stipend to be paid in July 2022.
- Example 3: A teacher was on a leave on February 1, 2021 and has yet to return to work. Since they were not in attendance at any point during the period of eligibility, they are not eligible to receive Stipend 1. If they return to work during the time period for Stipend 2, they would be eligible for the second stipend.

Do I need to do anything to receive the stipend?
You do not need to do anything to receive the stipend.

Do I receive two stipends if I hold two positions in the district?
No, you will only receive one stipend per payout date. You will be paid based on the highest category. For example, if you are a paraprofessional who also works as a bus attendant, then will receive the stipend as a paraprofessional not as a bus attendant.

I recently changed positions. Which position will my stipend be based on?
The stipend will be based on the position that is held on the last day before the winter break or the last day of school, whichever is applicable.
For example, on March 10, 2021, an employee was a master teacher (category: teacher/para). As of the last day of school for the 2021-22 school year, the employee is an assistant principal (category: school administrator). The employee would be paid a stipend based on the school administrator category.

How will I receive the stipend?
Stipends will be paid out via direct deposit to your regular bank account.

When will I receive my stipend?
The first stipend will be paid on or before July 29, 2022. More concrete dates will be provided closer to the payout date. The remaining stipends will be paid in January 2023, June 2023, January 2024, and June 2024.

Why is there such a delay in paying the stipends out?
Eligibility requirements go through the end of the winter break or the completion of the school year. There is a lag time from the last eligibility date to the payment date due to the Finance Department collecting paper-based timekeeping then running eligibility checks for the entire District. The District will make every effort to pay out the stipend as soon as possible. However, completing this analysis districtwide is a large undertaking with limited resources while continuing to pay out all other stipends and regular pay on pre-existing timelines. For stipend 1, Tier 3’s last day is June 10, 2022 and timekeeping will be collected on June 16, 2022, which means the District can not begin the eligibility checking until that time.

Will my stipend have taxes and retirement benefits withheld?
Yes, the District is required to withhold taxes and retirement benefits.

Will these stipends impact the millage stipends that are already in place?
No, these stipends are in addition to the millage stipends that can be found online.

Why does this plan go through payments in June 2024?
The funding source of these stipends is ESSER. The period of availability for these funds expires in September 2024. Therefore, the last stipend of this comprehensive plan will be in June 2024.

If the future calendars change due to weather or other unforeseen circumstances will the stipend eligibility dates change?
The actual date will be adjusted. The District has intentionally not provided specific dates since it could be adjusted. However, the statement of the last day before the winter break and the last day of school will remain consistent.
For example, on the 2022-2023 school year calendar, the last before the winter break is Friday, December 16, 2022. If the calendar is not adjusted, then December 16, 2022 will remain the date. However, if the District needs to revise the calendar for recovery days, then it is possible that the date could change to December 19 or 20, 2022. The Board approved 2022-2023 calendar can be found online.
